IBM and OpenAI have formed a strategic partnership to expand the use of AI across enterprise operations, combining OpenAI models and products with IBM Consulting’s delivery platform, consulting teams, and cybersecurity capabilities.
IBM will embed OpenAI models including GPT-5.6, along with Codex and ChatGPT Work, into IBM Consulting Advantage, its platform for delivering consulting services. The companies will initially focus on functions including finance, procurement, customer operations, and HR, as well as industry work in financial services, government, telecommunications, and retail.
IBM will also launch a dedicated OpenAI Practice, with thousands of consultants and engineers receiving advanced certifications through the OpenAI Partner Network. Specialized teams will work directly with clients on AI implementation across complex and regulated business environments.
Application modernization will be another focus. IBM and OpenAI plan to use Codex and ChatGPT Work alongside IBM’s technology and industry expertise to help clients update legacy applications, redesign engineering workflows, and develop new digital products.
The companies are also expanding their cybersecurity work following IBM’s participation in OpenAI’s Daybreak Cyber Partner Program. The collaboration will combine OpenAI capabilities with IBM Autonomous Security to address areas including application vulnerabilities, AI governance, and operational risk.
“The challenge is not access to AI technologies — it’s integrating AI securely and at scale into complex enterprise environments and workflows,” said Andy Baldwin, Global Senior Vice President of IBM Consulting.
IBM will also join the Elite tier of the OpenAI Partner Network as part of the agreement.
