Andrew Bailey calls for international protocols on advanced models as fears grow over cyber-risks and market concentration.
Bailey sounds alarm over “frontier AI” threat to interconnected markets
The governor of the Bank of England has warned the world’s leading economies that the most advanced artificial intelligence models pose a systemic risk to global financial stability, urging coordinated international action before a cyber-incident spirals across borders.
Andrew Bailey, who also chairs the Financial Stability Board, delivered the warning in a two-page letter sent to G20 finance ministers and central bank governors ahead of this week’s meetings in North Carolina. He cautioned that frontier AI systems — those exhibiting increasingly sophisticated autonomy and problem-solving capabilities — could trigger cyber-failures that “may propagate across jurisdictions”, destabilising a deeply interconnected financial system.
“Threatening potential” of autonomous systems
Bailey wrote that frontier AI models demonstrate “increasingly sophisticated autonomy and problem-solving abilities, as well as threatening potential”. The warning echoes previous calls he has made for international cooperation, telling City of London executives earlier that “no single country can insulate itself from the cross-border nature of the systems that are prevalent today”.
